No it's not a joke.. But I found a shop in Chino that can provide me the certificate for $90.00... What this mean is when you restore back to normal a total lost vehicle and apply for a savage title you need to get a brake and light inspection certificate from a authorize shop. The certificates states that the repair shop have check and spec all your lights and brakes to make sure they’re in working condition. With out this certificate you can not complete the car registration and apply for car insurance. More info at DMV website below.
