It's really the resolution. Depending on the age of the monitor, 720p could mean a few things.

1280 by 768 (native resolution for a monitor, 720p stretches to fill)
? by 720 (for sets made in 2004 ish)

I'm almost positive now that your video card doesn't have the proper resolution written to it's driver. Get your PC on a normal monitor, then run this ...

This utility allows the user to add custom resolutions to the installed driver. Get 1280 by 768 on there and try again.
