It depends on the amount of work, color and the experience of the artist. A good tattoo isn't cheap and a cheap tattoo isn't good.
I would suggest going to shops around you and looking through their portfolios. After you have looked through some and picked a good artist, take him your idea and drawing(Or photo from the net, they will revamp it) and see what he can come up with. Most people charge for drawing things up, but if you have them do it, they normally take that charge out of your overall cost.
