Rotary buffer takes more skill/balls to use...easy to burn paint. So for people who don't have professional detailing experience, and don't do it very often...no need.
I tend to agree, you need to know what you're doing/how to use them. But honestly most people can get away with using a random orbital if they keep up on it.
