Maybe the main storyline only contains two characters and they wanted to keep it that way in co-op?
Here are the words straight from the developers mouth...
I can definetly understand but our feeling was that COOP in Vegas was a bit too simplistic, it didn't really offer the feeling that we had for the game since most rooms are dual entries.
Now we can clearly control the experience for 2 people and overall it's ALOT more fun.
Was a tough decision but we felt this made for a better experience in single player.
Player 1 controls the other 2 AI's.
So it goes along with what Nightshade was saying about how easy it was with 4.
