Run the code, if its just the O2 sensor, get a new one, about $200. It just screws right in. Cat-converter, no more than $200 w/labor at a regular shop. About inspection, if anything, just get a shop to hook you up , c'mon you live in New York.

BTW: Dealerships are a rip-off!
