A plane "pushes" against the air...the conveyer belt can be going 2034823048 mph in the oposite direction of the plane who cares, all it is going to do is spin the wheels on the bottom of the plane faster, it has no effect on the thrust of the engines using the air as a wall to push off of to accelerate.
