I do believe that most (if not all) HD broadcasts are at 720p.
Also, do you have your main cable line into the house split numerous times? Signal degradation will kill HD outputs.
It could be as simple as a bad HDMI cable too. : \
several HD broadcast is 1080i I would say about 50/50 in my area.
