HIDs are pretty cheap now a days, around 150 on ebay for a pretty dependable set, but the only problem, just like w/ any other kit, the bulbs are pretty unpredictable they can go out fast, but those are also pretty cheap now.
so i'd definately go for the HIDs if u can afford it.
