i will word it differently.
your driving down a road and the speed limit is 45MPH. its about 12o'clock noon and clear out side. you look down the road and notice the speed limit sign about 300 feet inhead of you says 55.
so can you go 55mph once you seen the sign or ONLY when you pass it?
