if by homerun hitter you mean someone who hit 25-30 homeruns then yes, you're correct. But by no means was he the power hitter he is now. Anyone who thinks he got that big by merely working out is kidding themselves

I agree with you whole heartedly. Baseball turned a blind eye because balls were going out of the park and ticket sales were going through the roof following a strike. They were happy to be selling tickets let alone selling out stadiums
because it wsn't against the MLB rules until recently.
its always been against the rules, there was just no standardized testing for it
