I don't want to beat a dead horse but I wouldn't touch No2 ever...period.

But to answer your question, with only $800 on hand, your best off going for some combo of I/H/E. Your car will never be super fast, that you need to understand. But you can upgrade it to get better performance, but just don't think you can take on a Vette or something.

General guidlines: You get what you pay for...so stay away from that cheap ebay crap.
