Open circuit between the 2 black wires indicates a bad preheater in the sensor. You need a new sensor.

If you want to confirm that the car's wiring is OK...
Check the wiring harness that plugs into that sensor. When the car's running, the car should provide battery voltage across the 2 terminals that correspond to the 2 black sensor wires.
