It's completely legal, what's the problem? All but one of the guns that I have were purchased out of state and had to be shipped to the gun shop by my house.
The guy is just an ass and doesn't want to ship. It has nothing to do with legality or anything else. It's not a straw purchase because that's only applicable if the buyer isn't legally able to purchase which is not the case.
