How many 1930's cars are still around? Or 40's or 50's. Other then collectors, they arent on the road very much. You cant tell someone they cant drive a car they've had for 50 years anymore, so you try and regulate the NEW high emission vehicles and provide incentive for the NEW low emission ones.

You're missing the entire point, which is that older cars pollute far more than new SUVs. I'm not talking about cars from the fucking 1930's, stop dramatizing. How many cars do I see on the road from the 80's? A whole hell of a lot. And if you're going to get all environmentalist, why ignore those cars but blame SUVs for all of our eco problems? It's just a witch hunt. And I'm sure SUVs in 2020 will have much better emissions than any car from 2000. Same concept.
