yes most hondas are famous for catching water/deposits on that lip and rusting out at the quarter panel..i removed the rubber trim and even rolled my fender well to help prevent this....most kinds of rust dissolver/encapsulators should work...solutions are spraying some undercoating underneath in that are..helps too
