pretty hard. you have to own a business, carry large sums of cash on a regular basis, have had documented threats on your life, or be military/law enforcement. i do side work where i go to peoples houses and fix their computers, and a retired state trooper from cecil county that i sold a cell phone to told me he'd help me get a permit, even though my 'business' isnt licensed or anything. i dunno. i need to call him. h:
