thats great that your doing all off that stuff but if your still running the hi-flow cat you're still not going to pass because your high flow cat is still going to be pushing out more carbon and crap than it should be!! i'm pretty sure you're not the only one in cali running ctr cams and itr valve springs, your cams aren't the problem! your restricted stock cat is what you need to pass and lean it out a little!!!
