here is the deal, it took me 6 months to get my ls to smog, the cat is working fine you just had the head work done, so that eliminates a valve adjustment. do you have aftermarket or stock headers, if so, put your stock headers back on. your aftermarket headers are not heating up the cat enough to burn off all of the shit. the reasoning behind this is that the stock header are cast iron and retain the heat better than the stainless steel ones. also if you have headers that are 50 state legal that does not mean that they are 50 state smog legal. run some sea foam to clean off all the carbon on the pistons if there is any, also drive your car on the roads, to the smog shop, apposed to the freeway. the freeway will cool the cat and not cause it to burn the gases. all integras and civics don't have egr's on them, so the cat needs to get very hot. hope this helps.
