The HELMS says fuel vapors will vent through a check valve in the gas cap, if the EVAP system isn't functioning properly. Is this enough ventilation, or do I need to make a breather setup?

I don't think Texas cares, they just check your blinkers via mirrors in the garage, and drive around the block to check the breaks and suspension. Not even an emissions check with the ECU. Inspection here is so pointless. If they do notice, i'll tap the IM.

The hose is just hanging. I just removed everything up to the charcoal canister.

I don't think it is of enough concern to forgo a breather setup. I haven't had any problems with mine the way it is.

Yeah, I would look into tapping it if it is a concern for passing inspection. Otherwise, remove it and keep it...just in case.
