they can't give you tickets for things you do on private property, only except being possibly if it's government property.
They can however arrest you for tresspassing if the owner decides to press charges.
i don't know if your right or not, but all i know is that i had to pay over $700, it wasn't Govt. property it was this furniture store called RHODES, i got busted cause some dude called in and said that it looked like some kids where about to get into a fight. those kids where my other friends who where outside watching me. i sure as hell am not gonna pull that shit again
