much like you find rubber hoses in your engine bay..
the parts that actually make contact to points that need cooling have to be made of metal, and they are. the metal base pulls the heat off the processor or whatever, and the coolant pulls the heat off the base and carries it away.
water cooling on PCs is quite popular now and has been going on for several years..
