I doubt you want to throw all of that into one bolt on for a whole 3-5hp gain...so assuming you've already checked/replaced everything, I would suggest any combination of the following:

Window tint (if it doesn't have it already) ... probably cost the whole 200
Short shifter ... costs about 100$ (some come with shift knobs)
Shift knob ... anywhere from 20 to 80$
Floor mats ... about 50$ for stock ones
Halo headlights (or other kinds) ... about 120-180$ a set
Tint your taillights or buy aftermarket ones (altezza, etc) ... about 100-160$ a set
Buy actual vinyl from a fabric shop or high heat vinyl spray/clear coat and revinyl/respray interior pieces to look nice ... costs anywhere from 10$ to the whole 200 depending on what all you do.
Buy high heat paint/clearcoat and respray your engine valve cover ... about 30$
Buy seatcovers (anywhere from 30$ to 200$) or spring for cheap/offbrand racing seats for the front two (about 250-350$ shipped from ebay. Did it for my daily driver and it's sweet just be careful of who you buy from) ... used del sol seats work well too, esp. if you find ones with the same color stripe as your car.

Not much you can do with 200$ but these will help give it a nice flare/personal touch. My first car was a 4dr 94 civic LX.....several years and a new engine later, it's still my daily driver.
