You do NOT want to buy new your first time. Think about when you are learning. There is more of a chance of going down. Do you really want to scratch a nice new bike?

As for the $3K or below, there are CBR600F4's that you can get in that range...hell I have even seen F4I's that you can talk down to $3K. It all depends on location.

Get an older bike that it wouldn't matter if it goes down.

The other thing to check is comfort of you sitting. Do your legs/knees tuck into the tank naturally, are you having to lean over too much? etc...
