Thats because it is taking a 480i signal at 640x480 interlaced and trying to stretch it onto a screen that is far larger in size than a standard definition 4:3 TV, and that is either 720p (1280x720) or 1080i (1920x1080).
Liken it to trying to make a 640x480 wallpaper your desktop background on your fancy new 1680x1050 20.1" widescreen.
