His engine is non-VTEC, and those types of Honda engines have no power up top. Even on a VTEC engine you'll quickly lose torque nearing and past redline.
It is still faster to redline it, even with the loss of torque. Because of the gearing, there is more force to the wheels in lower gears. The redline is there for a reason.
