They fill the chip with a special liquid and a suction apparatus that "bonds" the glass together, thus preventing the crack from spreading. They're probably opting for this "repair" because the crack/chip is small enough to still pass inspection in your area. That's what you get when insurance companies drive the market.... cheaper = "better"
