So, I'm working on a computer, and it seems the video card is messed up...there's weird stuff going on on the screen and stuff. So, I change it, then the computer only boots up for a few seconds and keeps restarting.
I finally get it started long enough to check some stuff, turns out the 3.3V is running at around 2.8V...could this be what screwed up the video card and made the PC keep restarting?
