Actually, I do not think a DNA database would be a big deal, even to the ACLU. Just as with fingerprints, you can not actually do anything with the info unless there is a reason you would need it. I think it is more of a money thing. DNA testing is still in it's infincy, so cheap, fast, and easy testing is still in the future.
