Unfortunately, the woman will usually set the pace. She knows that you will follow her or she'll walk. So just try and keep up, but don't be afraid to add your own touch.

For instance, last time I was at the club and "dancing" with this girl, she was leading, but at times I would let her know to start dropping her ass lower and I would be down there with her....you know?
