From what I've heard these are called "breather" filters.

I've seen a lot of people put them on their valve cover when the intake doesnt come with a spot to connect the hose between the two.

In the second picture I guess they just rather have two breathers (the one on the intake serving no purpose) instead of using a rubber hose to connect the intake to the valve cover.
