Default What to do with dealer that doesn't perform billed service?

Hello,

I recently had a 20k service performed on my 2004 Accord LX by Rosenthal Fairfax Honda, in Fairfax, VA (near my office). As a precaution, I marked the left rear tire with chalk, so as to determine if the tech preformed a tire rotation. When I got the car back, sure enough the left rear tire still had my chalk marks, i.e. no tire rotation performed. In addition the lug nuts didn't look as though they had been touched, although the tire valves did look as though they had been checked. The wheel covers were cleared of dust near the tire valves, although the rest of the wheel cover has no similar indications of removal, which one would think should be done to check the brakes, etc.

Since I wasn't sure if tire rotation was part of the service, I drove home and checked my manual. Sure enough, tire rotation every 10K. In addition, attached to receipt was a check list with rotate tires checked off.

My question is what should I do? This same dealer did the same tricks at 10K, although at the time I couldn't prove it. Based upon what service I believe wasn't performed, I feel I shouldn't be paying $145.00 for a $40.00 oil change (if indeed that was even performed). Should I drop a dime on the dealer with American Honda, or call the service manager or president of the dealership?

This same dealer performed a warranty tranny replacement on our 2001 Odyssey and managed to put the car in the body shop by smashing the right rear quarter panel into a concrete pole (which I also didn't find out about until I got home). So far this car has been with the dealer's body shop for over a week! And the loaner they provided me has been through the ringer!
