The way I understood the thread, they aren't buying a new car. The kid is driving an already owned vehicle. Insurance is with the car, not the driver. His friend doesn't have to have his name listed on his policy for him to be able to drive the car and be insured. The proof of insurance will be in the car in his parents name.

1. You need to be listed on your daily driver. (primary or secondary)
2. If the car you're driving is borrowed (from a friend), you need to have proof of insurance on any vehicle.
Over here, they don't insure only the car ... they gauge rates on the driver first based on the following factors:
1. age
2. primary or secondary driver
3. the car itself
