Go to Home Depot and buy a MAPP Torch for $40. You use it to heat up the bolt, the bolt will get very hot and start to melt the rubber bushing around it, once you see smoke spray it down with some WD40 or PB Blaster and use a breaker bar. It has worked everytime I have done that.
