They even have devices that can measure a smog level as your getting on and off roadways, take a picture of you license plate and send you a notice advising of the level that was detected. Kind of courtesy to tell you to have your car looked at.
But the cop can still ticket anyone he wants if the exhaust is not stock, and he believes it MAY be over the legal limit. I've never heard of the Smog monitoring devices on roadways, but I have heard of the portable smog dynos that they have used in the past at the races.
