I'm sure you're already aware of this but...
Hawk HP+ pads are pretty aggressive for street driving (hell even the HPS are a tad bit too much) so the brakes won't bite for sh#t if they're cold. But since you mentioned it got worse as you went along, I would point the finger at the shop that did the brake job.
I went from super warped OEM rotors to Axxis pads and resurfaced rotors (got it cheap) and initially when I'm driving it feels like I have to step on the brake an inch more to have the brakes engage. It feels like the pad is making contact, but nothing is happening. After the pads warm up it bites better than stock.
Keep us updated though, I'm planning to switch to new rotors real soon...
