Default Sign of Bad Transmission?

Hi,
I have 99 honda accord,4 cyl, EX model. Recenty I started to go to another school and on my way to school there is long uphill road which i have to take every day. I usually use D3 when on road like this. Yesterday I was speeding on the uphill road ( around 80 mph), my rpm going around 3500 to 4000, then i changed D3 to D4, but the rpm ramain the same around 4000. In normal road condition, when i change D3 to D4, the rpm goes below 3000. But in this case is it didn't change. Is It a a sign of a bad transmission? or is it normal for a car when going uphill in that speed. Anyone have any idea what it might be?
