Check your oil levels, if you're insufficiently low on oil VTEC won't engage to protect the engine. The VTEC solenoid could also be broken, which is a relatively common problem on the H22.

Actaully the H22A4's from 97 and 98 are 190 hp. The 99-01 H22A4's have 195.
