The deficit was reduced by the booming economy, the Clinton administration did nothing to directly affect it aside from its tax raise on the wealthy, which was a great way to move America towards socialism by redistributing income. And it was never "entirely fixed" as you people like to believe...it was simply projected to go to a surplus. It was never actually a surplus. Then, mainly because of the inattention, the economy collapsed during the last year of the Clinton administration and the whole dotcom bubble burst. This neccesitated tax cuts to stimulate the economy. Then 9/11 happened. This neccisitated military spending to make up for all the military cutbacks that had been made during the Clinton years so that we could defend ourselves. Hence a deficit.

FYI, Reagan 'started' the deficit to put the USSR out of business. He simply outspent them and completely collapsed their economy. What would you rather have, a government deficit that means very little except on paper or the Soviet Union breathing down our necks?
