Don't take this the wrong way, but you seriously need to learn more about Honda motors and tuning in general. Get yourself a copy of Mike Kojima's book, Honda/Acura Engine Performance. The ISBN # is 1-557-883-84X. For $15, it is a very good resource to learn from and become familiar with the concepts of power tuning and the specific methodologies of tuning Honda motors.

VTEC is a system that controls the operation of the valvetrain within specific cylinder heads. The VTEC system does not determine the compression ratio of an engine. Secondly, people have been turbo-charging the DC2 Integra's B18C1 motor for nearly a decade. It is certainly capable of being turbocharged reliably.

Thirdly, in CA there are some legal hurdles that make a B20B or B20Z swap de-facto illegal based on EPA classification. So depending on where the OP is, a "B20 swap" may not even be a legal option.
