Every person jumping the border has the potential to be a terrorist, armed, or transporting drugs and are already guilty of violating immigration laws so the probability is higher since they already show no regard for our laws. it is not apples and oranges at all it is simply to what degree does the US truly want to protect itself.
How it is delt with is definitely different, I don't care what you say. An equivalent reaction would be to not allow anybody into the country via crossing the boarder. Obviously we lack the resources. I think you're taking the whole "shooting people" thing a tad too lightly.
