95 Accord EX with Failed Emmissions

I took my Accord in for an Emmissions Test yesterday; and it failed for the first time in its history.
25/25 Test: NO ppm is supposed to be 945 or less, mine read 1505
50/15 Test: CO % is supposed to be .76 or less, mine read .88
Everything else passed well within the limits.
The guys at the service station were saying that most likely it was the EGR valve, etc. That after so many miles they would get clogged with carbon and no longer release like they were supposed to, etc. They also said something about being able to drill a hole into the EGR, clean out the carbon, and then plug back up the hole.
Do these failures seem EGR-related? If not, what it is? If it is the EGR, then how much effort/money can I look to put into the fix?
