The drop isn't too low. I'm just below 2" and I only rub on u-turns with 205's. Height of the car has nothing to do with rim/tire selection. There's a correct size tire to run with the diameter wheel he chooses...whether it be 14, 15, 16, 17, no matter how much a car is dropped. On civics integras, anything wider than 205 will rub.
