Yeah, personally I thought that was a pretty lame excuse to start using. Obviously the south has a higher african american population than the North. While FEMA handled the situation poorly IMO, it had nothing to do with who actually lived down there. They were just overwhelemed with the severity and scale of the situation. Good find.
