From now on i will never run larger than 16'' rims, on my civic i may even just opt for some nice 15'' rotas.

Would it be possible to show me a picture of the 16" rims you have on the Integra, to give me an idea of what it will look like?

Let me say this, to clarify my situation and new objectives, and maybe your recommendations will change...
From the information provided by everyone here, anything I do that will really boost the power under my hood would be damaging to the engine and the few things I can do to it would barely make a difference, which leaves me thinking it would be a waste of money to worry about it.
With that said, I have come to the realization that my car is going to have to be for looks only, because my model just isn't going to cut it without dumping more money into the car than its worth.
Situation: I live in a relatively poor place, and 90% of my community is African-American. Every last one of my friends either has, or wants an Impala, Cutlass, etc - I'm sure that makes it obvious that no one accepts anything less than 22" rims and many are on 26's. One of my main goals for the car is to tuck the biggest rims possible, whether everyone agrees or not. I can understand droping the 18's if it is going to cause problems with the fenders, but I do need to know as an unbiased opinion if the 17's will fit comfortably? I'm not worried about a smooth ride, but more of a flashy exterior.
Please give me an unbiased recommendation on the largest rims possibly for my car, ignoring any negative riding conditions.
16's sound very small, as I said, so if a picture of an Integra, preferably a 1999 4-door, with 16's, and another with 17's. This will give me a better idea and possibly lead me to 16's if it looks decent.
