If the timing belt is a little off, it should have some compression. It would have to be really far off to get zero.

If the balance shaft is off, the engine should start & run. But it'll vibrate badly.

Don't forget, you were driving down the road when the timing belt broke. You still have the possiblilty of bent valves in all 4 cylinders.
