Yom Kippur is the holiest day of the jewish year. At least in areas where there's a pretty big jewish population, public schools and stuff close down for both Yom Kippur and Rosh Hashanah (the jewish new year, which is 10 days before Yom Kippur).
It's not universal but it also doesn't make much sense in large parts of the country where there are few or no jews.
