Some guy on H-T got over 750 whp out of stock sleeves with forged internals, so it is really all in the tuning.

Throwing around psi numbers is worthless. It all depends on the tuning and the CFM the turbo can flow because we all know that a smaller turbo makes less power at a given psi than a larger one.
