the thing is that it depends on shipping Co you use... anything over a 20$ value will have duty, anything that has duty fees will be have brokerage fees from the carrier(fee for paying the dutys and shit). I know there is a way to receive from over the border without having to pay those fees, but not sure how... eigther air mail, or ground mail. My guess would be airmail. But i would think that if the sender of the gift calls to get info from the carrier he will be using they would be able to give all the info he needs.
