Electric pump, but they're not all the same depending on what year. Just B16A2 doesn't say what it is. The pump motor running when you start up, sounds like the older system (up to '96 or so).

You can pull error codes from the ABS system just like from the ECU. After you jumper the SCS connector, watch the ABS light flashing.

On then off, this isn't the code yet.
Short flashes for first digit.
short pause.
Short flashes for 2nd digit.
Long pause.
Next code or repeat the same code.
Etc...
